Bassetti’s idea: «15-day lockdown for no-vax». Fourth wave, a circular from the Ministry to the Regions

The variante Omicron now it is worrying, as is the constant increase in infections in recent weeks also in Italy. And the government intervenes: next December 23 the control room will meet to evaluate any new restrictive measures (from mandatory outdoor masks to tampons even for vaccinated people in certain situations). Meanwhile, a circular has started from the Ministry of Health addressed to Regions and Municipalities that reflects the current alert level.

In the circular, the contents of which were anticipated today by Republic, the Ministry asks for a “timely activation at the regional level of all organizational measures aimed at addressing a possible increase, even sustained, in the demand for health assistance linked to SarsCoV2 infection, both at the local and hospital levels”. This, we read, considering that “Italy is in an acute epidemic phase, characterized by high speed of transmission of the virus in most of the country” and in light of the greater spread of Omicron.

Italy is “in an acute epidemic phase, characterized by a high transmission rate of the SarsCoV2 virus in most of the country”, reads the circular ‘Strengthening organizational measures for the management of the current epidemic phase’. In recommending the “timely activation at the regional level of all the organizational measures to deal with a possible increase, even sustained, in the demand for healthcare “, the circular also warns with respect to” further epidemiological and welfare impacts potentially related to the greater diffusion “of variante Omicron.

What is written in the Ministry circular

The circular is signed by the Director of Prevention of the ministry Gianni Rezza and by the director general of health planning Andrea Urbani. “In the last eight weeks – reads the provision – rapid increases in the incidence have been recorded on the national territory, which has now reached 241 cases / 100,000 and in the occupancy rate of beds in intensive care (9.6%) and in the medical areas (12.1%), while both the mean Rt calculated on symptomatic cases (1.13) and the transmissibility index based on cases with hospitalization remain stable and significantly above the epidemic threshold (1 , 09) “.

In light of the current epidemic trend and “also in consideration of the further epidemiological and welfare impacts potentially related to the greater spread of the viral variant B.1.1.529, designated by the WHO as the Omicron variant, whose characteristics in terms of transmissibility, severity of disease and sensitivity to vaccines currently in use are not yet clearly defined – it is stated in the circular – it is considered important to recommend the timely activation at the regional level of all organizational measures aimed at dealing with a possible increase, even sustained, in the demand for health care in the coming weeks linked to SARS-CoV-2 infection, both at the local and hospital level, ensuring adequate care of patients affected by COVID-19 in relation to specific care needs “.

The ministry therefore refers the Regions to the circulars already issued for the management of the previous pandemic waves and which concern, in particular, measures for reshaping of the planned activity considered deferrable, indications for pregnant women and newborns, reorganization of hospital and territorial services for emergency management with the strengthening of hospital beds and assistance in the area.

Bassetti proposes a 15-day lockdown for the unvaccinated

The infectious disease specialist Matteo Bassetti, director of the Infectious Diseases Clinic at the Policlinico San Martino in Genoa, launches the idea: for Bassetti the most urgent measure to slow down the fourth wave is “a lockdown for the unvaccinated, of 15 days, allowing them to receive the vaccine”. It was necessary to leave “immediately with an adequate system of sanctions and controls – he says in an interview with Qn -. If a 5 thousand euro fine was imposed for those without a certificate, people would not leave the house without it. Instead, we spent three months without making the Green pass as efficient as possible ».

Considering the other countries, “it is clear how the introduction of green certification Covid-19 in Italy has stemmed the epidemiological emergency, allowed the opening of economic activities and the normal course of life – he adds -. The the main problem is the unvaccinated, not the Green pass “. The vaccination obligation according to Bassetti, «a transition to be made quickly. I hope that in the next control room the compulsory vaccination for the Christmas holidays will be studied: the best way to stem the Delta and Omicron variants. Six million unvaccinated people who risk getting sick together would be a disaster. A respiratory infection that travels like measles is unsustainable for the health and social system ».
